Im very sorry, but http://www.skyscrapercity.com/forumdisplay.php?f=2583 is not free content as required here. See Commons:Image casebook#Internet images, you can not copy this images - especially not with
- The wrong license claim, you added PD-self to the file. You are not the copyright holder nor did the real copyright holder waived the copyrights.
- The very incomplete source information - A deeplink to the image would be good and aditionally Skyscrapercity is just a page where random people includ all kind of images they grabbed from the internet, this people not realy care about intelectual property rights
- The false author information you provided. The author is a photographer, not the "Khmer People"

- Always upload the highest resolution of a photograph that is available on flickr
